New Brunswick's Total Home Energy Savings Program is the classic audit-first design: a home energy evaluation opens the door, and incentives follow the upgrades it recommends — doors, insulation, heating, windows. In a province with real winters and a lot of older wood-frame stock, the sequence works.
Wood-frame farmhouses and village homes, many predating insulation standards entirely, alongside post-war stock in Moncton, Saint John, and Fredericton. Oil heat's long tail is still being converted out — heat pump adoption here has been among Canada's fastest.
Heat pumps are mainstream: 27% of homes heat with heat pumps and another 21% with mini-splits, while 39% use other electric heat and 6% wood. Electricity costs about 16.6¢/kWh in Moncton (2025), and the Saint John River floods in some springs.
Radon: About 1 in 4 homes tested at or above 200 Bq/m³ in the 2024 survey, and Bathurst ranked among Canada's highest municipalities. Test every home.

Damp, windy, icy winters and costly oil: switch to heat pumps, seal, test for radon.
Atlantic winters are wet, windy and icy rather than extremely cold, and summers are mild. Heating oil is still common and its price rose sharply in 2026, while heat pumps already heat many homes. An EnerGuide evaluation here should plan the move off oil, seal wind-driven leaks, fix moisture before insulating, and include a radon test.

Oil prices rose 65% to 81% in a year, and corrosion is a leading cause of oil tank leaks. Cold-climate heat pumps can be up to three times as efficient as oil heating.
Seal wind-driven leaks and the attic
Wind pushes cold air through gaps, and heavy, wet snow with frequent freezing rain makes a leaky attic prone to ice dams.
Fix moisture before you insulate
Halifax, St. John's, Saint John and Charlottetown get enough wind-driven rain that new walls must have a rainscreen. Stop water getting into walls and basements before adding insulation.
When to book: Book the evaluation from December to March, on a calm day, for the best blower door and thermal scan results. Have oil equipment checked before winter, and start a 3-month radon test in fall.

Oil-to-heat-pump advance payments closed to new registrations June 30, 2026.
Free upgrades, household income under $70,000
Homeowners with combined household income under $70,000, whatever fuel they heat with, may get free upgrades, including energy-efficient heat pumps, insulation and ventilation. A mini-split installed through the program comes with a 10-year warranty.
announced National Heat Pump Rebate (new): Announced October 8, 2026 and expected to open early 2027: $2,000 toward an eligible cold-climate air-source heat pump, or up to $10,000 for households below the median income.
